The babies are initially all smiles when Angelica informs them that she may be moving to a new city. They think that they are "free" without the older girl around to bully or terrorize them. However, Tommy soon realizes that his cousin was the person who actually brought the babies together as friends. In the end, Angelica does not move, and the babies are happy.
This episode was supposed to be the final episode of Rugrats' original seasons, nevertheless, Passover became to be the final episode, until Nickelodeon decided to use these specials as an advantage. They aired them year after year, to test waters for a fourth season, to avoid cancellation, and they did so successfully, that it was renewed, instead of being cancelled, unlike Doug. (Which moved to Disney)
This episode seems to indicate that the babies all met when they were their present ages. However, in the episode "Showdown at Teeter-Totter Gulch," Chuckie tells Belinda that he met Tommy when Tommy was 8 days old. This would seem to be a story conflict; however, it is possible the babies are simply remembering each other as looking like their present selves.
